Job Description Duties/responsibilities include a driven individual who can help us streamline daily operations to ensure efficiency and adherence to budget across all departments. The operations specialist should be comfortable communicating with people throughout the organization, able to solve problems and improvise as needed, and adept at estimating and managing time for a variety of tasks. The ideal candidate is a natural coordinator who has a strong sense of big-picture objectives and a sharp eye for detail.
In addition, candidates should have experience coordinating with the development of project/program requirements, objectives, and metrics, and resolving conflicts among schedules, funding, and resources; identifies opportunities to incorporate process improvements.
Specific Responsibilities May Include - Supervising projects to achieve the Program Office’s vision by leading teams and facilitating communication with upper management and stakeholders.
- Collaborating with project sponsors, cross-functional teams, and project managers to define project scope, deliverables, resource requirements, work plans, budgets, and timelines for new initiatives.
- Providing leadership, oversight, and task order management to ensure efficient, accurate, and timely completion of tasks in compliance with requirements.
- Developing comprehensive plans to coordinate projects, allocate resources, establish timelines, and implement monitoring and control mechanisms.
- Managing ongoing performance assessment, researching and developing new capabilities, and leveraging knowledge for program success.
- Implementing governance structures, processes, and procedures to achieve program objectives, including defining success metrics and deliverables.
- Monitoring project progress and overseeing project managers to ensure goals are achieved.
- Collaborating with other departments to develop and manage program budgets and plans.
- Aligning top-down vision, goals, and objectives with business strategy and ensuring successful project completion to meet program objectives.
- Analyzing, evaluating, and mitigating program risks while monitoring project activities and resources.
- Delivering presentations or briefings on project aspects to stakeholders at all levels.
- Participating in meetings with internal and external customers to assess program status, milestones, and coordination efforts, and developing action plans for improvement.
- Developing detailed plans, tasks, milestone dates, and schedules to sequence events and track processes and costs throughout program/project lifecycles.
- Reviewing programs/projects to minimize disruptions to workers and mission operations and ensure timely accomplishment of directions and schedules.
- Establishing program objectives and metrics for determining goal achievement.
- Managing short and long-range planning activities, including multi-year work plans derived from subordinate organizational projects/programs.
- Providing guidance and direction on program management and reporting.
- Initiating and managing a comprehensive evaluation system for proposed costs, program development, and performance review.
- Developing, reviewing, and coordinating requirements for higher level review and approvals.
- Coordinating with internal and external sources regarding workflow and priorities to increase effectiveness of operations and overall program management and cost-effective measures.
- Oversight in the development project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources.
- Identifying opportunities to incorporate process improvements and best practices utilizing customer feedback, internal and external audits, and/or lessons learned activities.

Requirements Required Qualifications: - Candidate must demonstrate excellent oral and written communication skills; strong financial, analytical, and problem-solving skills; proficiency in Microsoft Office Suite (i.e., Word, Excel, PowerPoint); capacity to adapt to a fast-paced, dynamic environment; and the ability to work well on a team.
- A bachelor’s degree from an accredited college or university in a required field of study or that included or was supplemented by at least 24 semester hours in any combination of the following fields: in Management, Business, Accounting, Finance, Economics, Engineering, Math, Science, or related field.
Preferred Qualifications - Master’s degree from an accredited college or university in a required field of study.
- Specialized certification, Project Management Professional (PMP), Portfolio Management Professional (PfMP), Program Management Professional (PgMP), or equivalent project or program management certification.
